National Measurement Standards

The National Measurement Laboratory is one of our main projects.  It aims to establish, maintain, and disseminate national measurement standards.  Over 100 national standards in 15 fields have been established which satisfy domestic demands for primary calibration.  The established standards support direct / indirect traceability services of over 5,000,000 cases every year with a testing/calibration market of 10 billion NT Dollars. To assure traceability and maintain international equivalence, the Center for Measurement Standards has its calibration and measurement capabilities (CMCs) recorded in the BIPM key comparison database. 

To support the hi-tech industry, we are devoted to advanced research projects such as Absolute Distance Measurement Using Optical Frequency Comb, Advanced Material Metrology, etc. Furthermore, Primary Electricity Standards are newly developed to ensure precise measurement of electricity consumption, 3D Measurement System & Technology established for upgrading machine tool industry, Primary Measurement Standards of Greenhouse Gases developed for containing gas emission for green energy industry.  Besides, standards for Flat Panel Display and FPD Inspection Technology have been established as well as testing service opened for the industry.

Instrumentation and Sensing

Precision inspection and instrumentation technology are indispensable in industrial development and innovation, and are also key components to enhancing product value and market shares. The Center for Measurement Standards has been devoting itself to the research of instrumentation technologies for years, focusing recently on the development of Intelligent Optical Inspection Technology for Automatic Fabrication, especially for Semiconductor, PD, LED, PV, TP industry applications. Kinds of inspection technology, collaborative evaluation, new measurement methods for 3D-IC, touch/flexible electronics, and LCD are developed to solve the increasingly complicated challenges of 3D surfaces, nanoscale size measurement, on-line full inspection, and real-time feedback.


The Center led the formation of the AOI Equipment Association to strengthen the communication between upstream and downstream industries. It turns to be flourishing by getting warm response from the industry and recruits over 1,000 members. The Association is a platform for members to expedite their development of self-brand products and technology.

Smart Sensing

The Nanosecond Pulse Near-field Sensing Technology is a novel innovation which can achieve non-contact detection of user's physiological signals, such as heartbeat, breathing, blood pressure, and pulse. Leveraging this technology’s advantages of higher mobility and flexibility, we explore a wide range of applications such as home care, global positioning, emergency help, and fatigue alert, as well as smart wearable devices for fitness recording and auto-adjustable beds for stopping suspension of breathing while sleeping.

Medical Device Evaluation

The Center has been working closely with the Food and Drug Administration (TFDA), Ministry of Health and Welfare of Taiwan in ensuring that medical devices on the market meet the public’s requirement in safety, effectiveness and quality. As one of the Authorized Auditing Organizations, the Center represents TFDA in the technical review for the registration of Class II IVD devices as well as auditing for medical device GMP. In addition, we assist TFDA in the implementation of medical device regulatory control and global harmonization.

Globally, the Center is the first and only accredited Third Party Reviewer of US FDA 510(k) in Asia for class II medical devices and medical device quality systems. The Center colleagues have been the chair/member in the Asian Harmonization Working Party (AHWP) Technical Committee and AHWP Working Groups and International Medical Device Regulators Forum (IMDRF), contributing towards the international co-operation in harmonization of medical device regulation.

The Center is committed to serve the new medical device R&D team in testing and assessment to comply with regulatory and clinical requirements through the establishment of a "Medical Device Testing and Evaluation Platform", thereby facilitate a smooth passage of product realization from regulatory pathway and design planning (TRL3), safety and effectiveness requirement establishment (TRL4), Device specifications and preliminary assessment (TRL5), pre-clinical testing and simulated assessment (TRL6), clinical investigation and evaluation (TRL7), and eventually product approval (TRL8).

Energy and Environment Metrology

Based on the developed measurement technology, the Center offers professional services to domestic industry in Photovoltaics (PV), LED Lighting, Green Chemical Product, and Certified Reference Materials, etc. and obtains related patents. Continuous efforts are put into innovation and new product development.

Our PV & LED labs, certified laboratories of IECEE (IEC System of Conformity Assessment Schemes for Electrotechnical Equipment and Components) and TAF (Taiwan Accreditation Foundation), have cooperated with UL, TŰV, Intertek, JET to provide full calibration service for overcoming technical obstacles in the global market. We get involved in the establishment of industrial standards and CNS standards to complete metrological traceability, and therefore help to upgrade the green industry development.

Center for Measurement Standards, working with the domestic industry, has successfully developed and promoted several innovations into the international market such as Formaldehyde Detector, Ozone Test Cabinet, Verification System for Breath-alcohol Tester & Analyzer, Liquid Density Certified Reference Materials, LED Simulator, etc.
