技術名稱: 環境監控諮詢平台精進計畫

技術簡介

為確保產業園區環境監控諮詢平台之功能,提昇相關監控平台操作及異常事件應變協防能力為目標,藉由實務操作訓練及人員考核,多方監督訊息監控平台、運作廠(場)資料搜尋、事故通報作業及化學品資料庫等實施訓練,並輔以現場協防應變訓練,使值勤人員提升對各項功能模組之操作熟悉度,搭配實務訓練及演練操作,確保面對緊急事件發生時能有效迅速執行所賦予之任務,以有效發揮掌握災情,進而削減災害損失規模,確保園區工作場所及附近週遭環境之安全,避免因災害擴大而損及生命、財產及造成環境危害。

Abstract

The objectives of this project are to secure the function of Environment Monitoring Information Platform and to increase the abilities to both operate the Monitoring Platform and respond to abnormal incidents. The personnel can be familiar with various functional models through practical operational training, personnel evaluation, supervising Monitoring Platform by multi-parties, data-searching for manufactures, incident notification operation and chemical database training together with emergency response training at scene. In addition, with the practical training and drill operation, the respondent can deal with any emergency promptly and effectively and in control of a disaster in progress and furthermore, to reduce effectively the scale of disaster losses, ensure the safety of the workplace and the nearby surrounding, avoid losses due to disaster-expanded life, property and avoid causing environmental harm.

主要分為監控諮詢平台、應變模組訓練、應變監控諮詢平台考核及運作標準程序回饋四大工作項目。

Technical Specification

There are four parts in this project. Part 1 - Environment Monitoring Information Platform Training. Part 2 - Emergency Response Module Training. Part 3 - Assessment of Environment Monitoring Information Platform. Part 4 - Feedback for Standard Operating Procedure.

技術特色

藉由精進產業園區環境監控諮詢平台,在訓練與考核機制下,動態回饋強化之產業園區運作資料庫、環境監控諮詢服務平台、聯防動員機制、事故應變機制與技術專家到場協處。一旦發生疑似災害事故,立即採取迅速與有效的緊急應變處理措施,確保工作場所及週遭環境之安全,除可先期防堵災害擴大外,有效統合區域資源,避免因災害擴大而損及生命、財產及造成環境危害。

應用範圍

適用於各產業園區內之既有監控管制機制,可依據各產業園區內工廠屬性及敏感物質之特性,建立相對應之應變訓練及考核機制,並依據不同之災害與異常事件,規劃相關應變訓練模組及情境模擬程序,並與工研院緊急應變諮詢中心之協防幕僚作業建構連結,即可適用於所有類似之產業園區。後續可導入各產業集中之工業園區、科學園區、加工出口區、企業集團之營運園區等,甚至可透過網路資訊連結,服務整個亞太地區,透過學習及經驗堆疊,將災害防救之訓練考核應用模式,建立全面性之整合服務。

廠商建議需具備環工、化工、工安、機電或相關工程設計監造工作經驗或曾操作及維護監測資訊系統或類似計畫之經驗。
