技術名稱: 電力需量預測技術

技術簡介

依我國的電業法規定,高壓用電戶需與台電簽約,申請每月用電之契約容量,作為用電最大需量,並竭力確保用電需量小於契約容量,否則將面臨200%至300%之罰鍰。 電力需量預測技術以數位電表為前端偵測器,長時間即時偵測用電數值,以資料傳輸系統將數值即時傳回後端伺服器,由伺服器上之軟體接受資訊,計算與預測未來3至5分鐘之用電需量,預先提醒管理者作用電調配,以確保用電量不超出契約容量值。 電力需量預測技術使用數位電表即時量測所得之耗電度數,以縮減時間斜率法及加權斜率法兩種方法,推估未來1至5分鐘後最可能之需量數值,儲存至資料庫,並主動通報管理者。 電力需量預測技術經實測,最佳狀況下,未來3分鐘需量預測準確率可達98.9%,足以滿足大部份高壓用電戶對用電管制所需。

Abstract

In Taiwan ,high voltage electric power user need sign a contract with Taiwan Power Company, sets the maximum demand usage, in which need to be obeyed, or they will face 200% to 300% punishment. Power demand forecast technology uses a digital power meter as a front end sensor, which can on line monitoring power usage data, and uses information transfer system, passing these data to rear end server instantly. The software running in this server accepts these data, calculate and forecast the power demand usage in next 3 to 5 minute, announce the manager to adjust the power usage, ensue the maximum demand usage will be hold. Power demand forecast technology uses shrink time slope forecast method and weight slope forecast method to evaluate demand value in next 1 to 5 minute, and passing alarm message to energy manager. In actual measured and best case, Power demand forecast technology can forecast next 3 minute demand usage with 98.9% accuracy, which can satisfy almost high voltage power user to control the power usage.

數位電表:偵測電壓與電流數值,偵測誤差率0.5%以內;資訊傳輸系統:可每秒鐘傳回一筆電壓(V)、電流(I)、功率(kW)、用電量(kWh)數值;伺服器作業系統:windows server 2012 以上,資料庫系統:微軟 SQL 2012 標準版資料庫以上;電力需量預測頻率:1分鐘預測1次,預測準確率:97%以上。

Server operating system: Microsoft windows server 2012 or above; Database system: Microsoft SQL 2012 standard edition or above. Power demand forecast frequency: 1 data/minute. Power demand forecast accuracy: 97% or above.

技術特色

以數位電表,資料傳輸系統,與軟體系統結合,產生電力需量預測功能,若既有電表系統符合技術規格,亦可提供資訊給本技術之軟體使用,毋需再另行建置,以節省建置成本。本技術已實作完成,經實測3分鐘預測準確率最大可達到98.9%,以超出市售一般需量控制器預測之準確率(95%)

有管理用電需求之大用電及高壓用電戶,包含半導體業,石化業,鋼鐵業,以及一般商業大樓,大型購物商場,大型公共事業單位(機場、車站)等等。
