With locations throughout Taiwan, the Commercialization and Industry Service Center (CIS) is positioned as ITRI Outreach Arm, Industrial Policy Driver, and ITRI Business Force which provides multidisciplinary and comprehensive service solutions for government and enterprises.
Vision & Key Operations
CIS’ expertise in Technology Management and Market Expansion enables Taiwan to enhance its competitiveness through innovation, entrepreneurship, digital transformation and industrial upgrading. With the vision to grow alongside Taiwan industries, CIS focuses on 3 key domains – Management of Emerging Industries, Management of Business Venues, and Management of Industry Innovation Ecosystem. The goal of CIS is to become a valued partner that co-creates and support industries to seize business opportunities along with economy-driven demands.
- Management of Emerging Industries
CIS is committed to the implementation of Taiwan’s industrial policies. CIS is taking the lead in the development of emerging industries including Net Zero and Sustainability, Digital Business Value Added Services, Space Economy and more by providing an overall net zero emissions solution to help industries achieve ESG low-carbon digital transformation. Besides assisting enterprises in reducing emissions and strengthening their competitiveness, CIS is dedicated to the co-development of green business opportunities which include green enterprise investment evaluation, trial mass production, plant construction application system integration, etc. By fully utilizing multidisciplinary innovation and value-added technology to develop cross-industry digital transformation service platform, CIS helps Taiwan ICT industry lay the foundation of the next generation satellite communication supply system, as well as establishes a low-orbit satellite national team, facilitates international satellite operators to set up posts in Taiwan, and finally connects Taiwan to the global supply chain to secure its position in the space industry.

Across Taiwan, CIS operates 15 diverse venues specializing in various domains which attract businesses running new business models. The venues serve as demonstration and technology verification sites, promote interdisciplinary collaboration, provide professional incubation service, and consequently speed up the development of diversified investment while increasing operational value.
- Management of Industry Innovation Ecosystem
CIS builds and manages Industry Innovation Ecosystem to facilitate collaboration between enterprises and startups. Aside from connecting startups with resources, local and international, CIS supports ITRI technology teams to expand operations into the global markets. CIS co-creates value with domestic and overseas enterprises by assisting them in exploration and implementation of innovative solutions. In addition, CIS bridges small-medium enterprises as well as startups with resources from industry, government, academia, research institutes and more. By fostering interdisciplinary collaboration, new business models have been developed, new markets have emerged, the creation of innovative technologies have been accelerated, and new values have been generated.
